Minutes of April 26, 2012 meeting

Post Commander Jim Baily opened the meeting at 1807 hours.

There was a quorum present for the meeting.

Minutes from the past meeting were reviewed and accepted.

1- Finance report was incomplete and the balance of last month plus a membership cost were covered.

2- Post Adjutant discussed the post email roster and asked for members to assist the chaplain in updating the post register.

Old business: 3- For the purpose of keeping up with meeting minutes the post adjutant will take meetings and in his absence will contact one of the post commanders to ensure notes and minutes are kept. Commander Baily asked that only pertinent items be kept in the post minutes.

4- Flag Day ceremony was discussed; Commander Baily and the Adjutant have been in contact with the city and have been given permission from the parks department and the fire marshal to use Warren Park on Flag Day to conduct a flag retirement ceremony. The ceremony will be at 1800 hours. Also discussed will be a practice ceremony on Saturday May 12th at 6pm in Warren Park.

New Business: 5- The permanent post charter was received and needs to be framed for presentation. The adjutant and Commander discussed the options and some initial cost to frame the permanent charter, the temporary charter and to have print work done for the member's names. Adjutant Mason asked for a cost allowance not to exceed $500 to cover these cost. Motion made by Sgt at Arms Heard and 2nd by Adjutant Mason to allow for this expense, motion carried.

6- Meeting protocols were discussed by the adjutant for the proper use of the American Legion cover and for entering and exiting a meeting in progress.
     a- The Legion cover is to be removed and placed over the heart for prayers and for the pledge of allegiance.
     b- When the Colors are posted to start a meeting the Sgt at Arms will approach the flag, the commander will call hand salute, the Sgt at Arms will face the Eagle on top of the colors to the meeting and take 2 steps back, the Sgt at Arms then salutes and the commander calls two.
     c- If a member has to exit during a meeting and is covered they walk to the rear exit, face the colors, salute, and exit. Upon returning to an active meeting the member enters to the rear, salutes the colors, and returns to their seat. If the member is not covered then the steps are the same except the member does not salute the colors; only stands at attention before exiting or entering. Baseball type caps are not proper attire for saluting, at present the post allows for the wearing of baseball type caps during a meeting at this post. If a member is at another function it is not recommended to wear a ball type cap unless told it is ok by the post being visited. Lastly, member can place service pins and ribbons on the Legion cap however the left side is not to have any items attached to it.

7- The adjutant commented that the post has not had any elections this year and that the 2nd vice commanders position is open. A discussion to either hold elections or to maintain the current positions was had. A motion was made to continue the rest of this year with the current officer and passed. With that being done Adjutant Mason made a nomination and motion to elect Mr. Bill Taylor to the post of 2nd Vice Commander. Mr. Taylor accepted the nomination and the motion was seconded by the Sgt at Arms and carried.

The next regular meeting is set for Thursday May 24th at 6pm.

Meeting adjourned at 1914 hours.
